General summary
Compiles operations program & budget in accordance with the Executive Management's instruction.  Prepares Authorization for Expenditure (AFE) and follows up the process of them.  Performs the other assignments as a legal advisor for the department.

Main responsabilities

  1. Checks and compiles operations program & budget, which are prepared by Division Supervisors/ Chief Engineers in accordance with the Executive Management's instruction, and submits to Corporate Planning after the Manager's approval.

  2. Attends the meeting of hearing by Corporate Planning to explain the content of the operations program and budget and answer the questions.  Revises the operations program and budget based on the result of the final discussion among the Executive Management.

  3. Prepares monthly budget control report, which includes comparison between the actual expenditure and budget, and the progress of projects.  Submits the said report to the Manager and Division Supervisor/ Chief Engineers for their necessary action.

  4. Prepares AFE or requests the concerned department to issue AFE. Follows up the process of AFE and distributes the approved AFE to persons in‑charge.

  5. Checks payment requisitions processed by the authorized engineers/ supervisors against terms and conditions of contract and working progress report. Passes payment requisition to Manager for his authorization.  Records invoiced amount by budget code monthly.

  6. Lists up and calculates accrual expenditure for the year in December for the purpose of annual closing.

Indipendence of operations

Determines work method from alternative existing methods in accordance with established policies and professional standards.  Accomplishments are subject to general review.

Physical effort & work environment
Spends 95% of time sitting, 5% walking and standing. Normally 100% of time is spent in an air‑conditioned office environment.

Minimum requirements

  1. Degree in Accounting, Finance,  Business Administration or Equivalent Subject.

  2. Minimum preferred experience of 10 years in compilation of operations programmes and budgets

  3. Good spoken and written English.

  4. Knowledge of computer software such as Word, Excel and Access.

The post holder may be required to undertake additional duties, which may  be reasonably  expected and forms part  of  the function of the post.
